Their MADNESS could not be stopped.

I contacted various political persons (Mr. Lorne Calvert), right up to the Premier’s office (Premier Roy Romanow) over the issues detailed in THE CLAIM (Part Two) but no one was willing to take responsibility for their actions and right the wrongs instigated by them.

So it was this MADNESS that we were afforded in Part Two, denying what happened, deflecting blame for the children’s injuries when they were in our care, threatening to take the children from us, flexing their ‘political muscle’ to show who was in charge.

This was dangerous and incompetence personified and devastating. I considered a lawsuit then TO END THIS (MADNESS).

These defendants could stoop no lower than this-at least that’s what I thought-but there was more to come.

Definition “A smear campaign is a collocation used to define an active and concerted attempt to blacken the name of a person or organization. The aggressor uses a number of tactics, including rumors and false statistics, in order to question the targets morality. The ultimate aim of the campaign is to discredit the target for political or financial gain. It is commonly used in politics and business.” wiseGEEK.

This ‘smear campaign’ continued with ‘someone’ contacting various persons with hearsay and nonsense. They were always trying to get something on me, using decoys to do this.

I will not elaborate any further, but you know who you are, and what your mission was or is. I was always on guard.  For example when I would go home to meet my grand-children, a car would be parked in-front of my house and the kids would have just gotten off the school bus and I would drive up and this car would take-off’.

This ‘hench-woman’ stated before the first eviction, “Arlene you should feel really important that so many people hate you!”

TWO POLICE ASSISTED EVICTIONS:

The first hostile police assisted eviction was from the program center 2060 Broad Street, Regina, SK. and had me seek the services from Olive Waller Zinkhan and Waller (Mr. Erhardt).

Ms. LaPrise and others were responsible for the theft of all of my/our professional and personal belongings. This included our personal computers used for our business (not bought with program funds), but my money, as well as our library and other resources like music, tapes, videos which were ours.

Chattels in Smith Street and the program center like furniture, paintings (a collection of art work of limited editions) that were mine and very meaningful to me were also stolen.

The directors of the organization The Anchorage were impotent to stop this ‘politically motivated rampage’, and their focus was like mine-helping the Aboriginal and First Nations people-their people, not playing these ‘criminal games’ that this ministry ‘hatched-in hell’.

* I never wanted the Directors or the AHF to be held accountable for this political madness, as they were pawns and duped as was the case from our collective historical beginnings.  My lawyer told me that this was the only thing I could do.

If I didn’t have the Lord I would have crumbled under the weight of ALL of our losses. The loss of my daughter, her loss of her children, realizing the crimes that Charlene witnessed and realizing what my daughter was a part of, the losses just described and dealing with Charlene, a very traumatized child 24/7 and caring for her infant brother was all overwhelming.

And there was more to come. Two more of my daughter’s children came to live with us – now 4 grandchildren. Following this their two infant sisters died ‘in the care of’ and ‘under the watch of’ Saskatchewan Protection Services’ before we could intervene.  This is described in the documents attached to this website and http:/www.voicesofthebruised-reeds.com.

The Project Officer, for the program (Canadian Heritage) gave orders to ‘the hench- woman’ over the phone, telling her to ensure that we were finally gone this time.  Hence the second eviction -as per Access to Information.  So she took it upon herself with the help of her ‘side-kick’, Mr. Mickey Thomson, to courier me/us an Eviction Notice demanding we exit the premises immediately.

She knew I was on a 48 hour medical bed-rest from a cardiac catheterization the day before. They planned this when they knew I would be medically compromised and vulnerable. It was only stress from all of this and nothing was found adverse-thank God.

Ms. LaPrise, on behalf of this ministry, was the ‘hench-woman’ they sent in to orchestrate these evictions. She and this ministry had help in completing this: the police, a newly placed Director of Canadian Heritage, Denis Racine with the project officer Normen Ducharme and even Human Resources Development of Canada Rose Hill and Marg Parr.

These federal government public servants were working to assist the Minister of Social Services, Mr. Glenn Hagel, with Tony Coughlin and David Hedlund as the key persons, to help them n the demise of The Anchorage and us.

The second police assisted eviction was from the Head Office of The Anchorage on 2352 Smith Street, Regina, SK, (April 09th, 2002), which I bought for the organization was the final straw. This photo of Smith St. is on Google Map.

The mortgage agreement had clauses in it that was to protect my investment in the event that the Directors reneged on the mortgage payments from the revenues generated.

I will never forget the day that the Aboriginal Program Director, Joyce LaPrise said to me only days before the first eviction: “what I’m about to do goes against my integrity as a person but I have to do it or I’ll never get another job anywhere in Canada and I’m a single parent”.

After the eviction of Smith Street, Regina, SK Ms. LaPrise had the organization’s assets and records to the Regina Indian and Metis Center which shortly after burnt down one night.

Ms. LaPrise went back to this ministry after completing her one year leave (likely with pay), having completed the .  The program and organization were defunct and this became the tragic legacy of the organization-so much for ‘Healing the Nation’. What an irony!

During the course of this lawsuit Ms. LaPrise was retired.  A significant number of persons named in this lawsuit retired or left their positions.  Certain parties in the judiciary are now retired or were reshuffled to other government areas, including the registrar for Regina Court of Queen’s Bench, Mr. Dauncey.

Chief Cal Johnson also took or had to take an earlier retirement before his term was up.

My husband and I were trying to recover to some degree from our loss of income, loss of gainful employment, loss of reputation and the loss of my investment in 2352 Smith Street, Regina, Saskatchewan.

Our financial resources had dried up: $5,000.00 spent in February, 1998 to lawyer Mary-Lou Senko who presented our case in Family Court so we would obtain custody of Charlene and Jonathan, along with that No Contact Order. * This was money well spent and we thank her for her hard work. Yet, if this ministry had been competent this would not have occurred in the first place.

Mr. Erhardt, was hired to intervene and prevent further damages and recoup what we had lost plus damages and he did nothing except to try mediation which was an exercise in futility.

He held on to this lawsuit long enough for the two year Limitation Act to come into effect so I’d be unable to litigate further and never advised me that it was about to come into effect. He then billed me $10,000.00 (approximately) which was paid to him in full.

I lost thousands of dollars in 2352 Smith Street, Regina, SK.   This fiasco caused a serious disruption in our work and there were unpaid wages owing to my husband and I.

Thousands of dollars of my money had to be used to start-up and complete the Canadian Heritage UMAYC program because they held on to the funds to stress us purposely.

With my husband and I now raising our grandchildren, were left financially stressed. We needed to work or we’d be ‘sitting on’ welfare.

The civil, provincial and federal governments & the Aboriginal Healing Foundation (AHF) who endorsed the program ‘Healing the Nation-One Family At A Time‘ believed that it would help in rehabilitating this ‘target group’.  They were absolutely right as I was a witness to this.

• Funding and support was received from all of them.

Then the Saskatchewan Ministry of Social Services ‘got wind’ that I was behind it as the Executive Director and launched an aggressive internal campaign to ‘ruin me/us’, along with the program and The Anchorage which they knew I began.

They even pulled the AHF executive into their plan, with a direct and/or indirect threat of withdrawing their funding if they did not get ‘on board’ with them, using the federal project officers to help them. Then the ‘race card’ was played because I was not Aboriginal/First Nations and that I should not be in a leadership position.

Mr. Ducharme, the Project Officer with Canadian Heritage and others, determined that if I was going to form and operate a First Nations/Aboriginal program that I needed to be of this heritage and drove that home to get the AHF on board.

The AHF paid dearly for the government’s tactics of ‘strong-arming’ them. So sad!!!

They conspired to include our Board of Directors and staff. They so needed to discredit me and details are in the legal files.

The first police assisted eviction from the program center at 2060 Broad Street, Regina, SK occurred on March 06th, 2002.  The second was on April 09th, 2002 from the Head Office at 2352 Smith Street, Regina, SK. * Their actions were confirmed through the paper trail I read after I’d gained Access to Information.

The information was very telling and a definite picture emerged of what happened here and who the players were.  I earmarked the pages I wanted photocopied and asked the secretary to photocopy them and I’d wait while they were done.

There were not a lot of pages but the ones I wanted were incriminating of what they’d actually done, validating any suspicions.

One example was where a conversation was documented between Mr. Normen Ducharme and Joyce LaPrise requesting her to make sure that this time that the Lowerys were gone (referring to the first eviction being unsuccessful).

So when I told her the pages I wanted and I would wait, she told me that she could not do it then and told me she’d call me in a few days to come and pick them up.  I had to agree but was concerned.

Once again they were able to protect themselves by a political cover-up flushing out the information I definitely wanted.

I know that the initial Directors of The Anchorage were impotent to stop this politically motivated rampage.

Once my husband and I were evicted from Smith Street, Canadian Heritage released their hold-back which they held onto until the eviction was complete. They released it to the Directors and Joyce LaPrise, as payment for finally ‘getting rid’ of the Lowerys. A former employee witnesses her going on spending sprees during work-week.

My dad worked for the federal government for over 30 years and served this country in the Air Force. My mother worked at the legislature (Queen’s Printers). I think that they’d have been shocked and saddened by all of this had they been alive today.

On the other hand, they know all of this and even more, from their vantage point in heaven, and can see the ‘Big Picture’ better than I, knowing that this all happened for a reason.

The utter dysfunction and heartache that these public servants caused on behalf of the Attorney General for the Saskatchewan Government et al, was a demonstration of chaos and lawlessness personified.

They reminded me of buffoons, who had nothing better to do with their time than ‘trouble-make’ and create ‘gong-shows’!

This ministry was so bent on undermining us that they threatened our participants, telling them to ‘get out of’ our program or be ‘cut-off’ of social assistance!

             That mentality made No Sense but NONSENSE!!!

 

 

If the average Canadian pulled any of this off, justice would be served and they’d all be carted off to jail.

Not so here. When a jury found the Saskatchewan Minister of Social Services, that is SK Government (Attorney General) guilty of homicide when a child died needlessly in their care in 2012, no one went to jail.

They ‘get away with murder’, conspiracy, theft, character assassination and ‘pain and suffering’ because they are ‘privileged’.

* Seems like being privileged as a public servant means that you don’t have to be accountable in cases like these.

I thank God everyday for my husband who has been there for me and our family. If he had not been a Christian also, we would never have survived it ALL.
